John R. Gibb
John R. Gibb has 35 years of state and local comprehensive emergency management and homeland security experience with expertise and leadership in areas of prevention, protection, mitigation, response and recovery across a broad array of technological, natural and terrorism related hazards. As an emergency management and homeland security agency head in New York State, he served four governors. He led and managed the integration of state level cyber security, counter terrorism, emergency management, fire service and interoperable communications functions when New York State created the new Division of Homeland Security and Emergency Services in 2010. He was Executive Director of the NYS Weapons of Mass Destruction (WMD) Task Force from 2001 until 2005 and directed a team that conducted statewide terrorism threat, vulnerability and capability assessments in the aftermath of 9-11. He developed the first homeland security grant formula for the state and administered the initial $800 million of homeland security grants to the state.
